This means Apple Photo will recognize a photo as a duplicate during an import if it has the same file name even when it's a different photo. So you will invariably end up with multiple photos with camera assigned names like IMG_0001 but they are different photos (with the same name). This issue I and I'm sure many others have is that the automatic image naming that various camera's use is often the same.
